American Public Television Announces Organizational Promotions Effective January 2024
Judy Barlow promoted to Executive Vice President, Growth
Two additional staff named to Specialist roles
“As APT seeks to deliver content and services of value to our public media stations, partners and producers, Paul and Judy’s new responsibilities will be instrumental in broadening our distribution, project management and support efforts,” said APT president and CEO Jim Dunford. “This work will be vital as we implement APT’s organizational goals for a strong, sustainable future that represents all communities and audiences.”
Paul Higgins, Vice President, Finance and Chief Administrative Officer since 2022, has been elevated to Chief Operating Officer, reporting to Dunford. He will oversee all operations and workplace culture across the organization’s lines of business. Prior to joining APT in 2019, Higgins was Chief Financial Officer at Project Bread – The Walk for Hunger, served as VP of Finance at news media company Politico, and spent nearly 20 years at public media station GBH Boston in a number of key roles including Managing Director of Production Finance and Operations.
Judy Barlow ̶ responsible for launching APT’s international sales group APT Worldwide as well as APT Presentations, which presents public media properties in the U.S. ̶ has been promoted from Vice President of Business Development and International Sales to Executive Vice President, Growth. Reporting to Dunford, Barlow will be responsible for business development strategies and partnerships aligned with the company’s revenue goals. Barlow has been with APT for more than 25 years, and previously worked in entertainment law, as a casting director, and in media production.
Additional personnel changes include expanded roles for two current APT staff members. Andrew Clarke, who has served as the Communications Editor in the Exchange programming strand since 2020, has been promoted to Communications Specialist, Exchange, to provide additional key production support for that team in addition to serving as the promotional liaison between producers and public television stations. Rachel Turell, APT’s Office Assistant since 2014, has been promoted to Operations Specialist to provide enhanced administrative support for the COO, Finance team and the organization.
